Abu Dhabi's business base skews towards government-linked contracting, energy services, healthcare and professional services, alongside the financial services cluster in ADGM and a substantial retail sector across the emirate's centres.

Two things characterise Abu Dhabi engagements. The first is the weight of contracting and project-based work — businesses whose accounting turns on revenue over time, retentions and certification delays rather than on till takings. The second is the presence of ADGM, a common-law financial free zone with its own companies legislation, its own register of approved auditors and, for regulated firms, FSRA reporting obligations drawn straight from the accounting records. Licensing in Abu Dhabi runs through the Abu Dhabi Department of Economic Development for mainland entities, or through ADGM, KEZAD and the emirate's other zones. The federal VAT and Corporate Tax position is identical to Dubai — one company trading across emirates files one VAT return and one Corporate Tax return regardless of how many emirates it operates in.

We operate in both Abu Dhabi and Dubai. How many tax filings is that?

One of each, if the stores or offices trade under a single licensed company. VAT and Corporate Tax are federal, so a single company files one VAT return and one Corporate Tax return covering all its UAE locations. What multiplies with emirates is licensing — a separate licence, renewal cycle and authority relationship for each emirate you hold a licence in — and certain local requirements. The accounting answer is one ledger with a location dimension.

Do government contracts change how we account for revenue?

Not the standard, but frequently the practice. Public-sector and government-linked contracts often involve longer certification cycles, staged approvals and retention periods, which means work is performed well before it is certified and certified well before it is paid. The accounting question is whether the over-time recognition criteria are met and what measure of progress applies; the commercial question is cash, and it is usually the harder one. Both need the contract read rather than assumed.
