How it operates
The employer submits a salary information file through an approved agent or bank, matching its registered establishment and employee records. Payments are made electronically and reconciled against those records, so the authority can see that staff were paid, when, and how much.
Who it applies to
Establishments registered with the Ministry of Human Resources and Emiratisation, with most free zones operating their own equivalent requirements. In practice, if you employ people in the UAE, some version of it applies to you.
Why it is an operational issue, not just an accounting one
WPS non-compliance can affect an establishment's ability to process new work permits and visas — so a payroll problem becomes a hiring problem well before it becomes a penalty. That makes the monthly file submission a genuine operational dependency rather than a back-office formality.
What sits alongside it
Payroll in the UAE is more than the transfer. End-of-service gratuity accrues from day one and should be provided for monthly rather than met as a shock on departure; leave and air-ticket entitlements create liabilities where the contract does; and final settlements need calculating properly on separation.
