No. VAT and Corporate Tax are federal, so the rates, thresholds, filing deadlines and rules are the same across all seven emirates. What differs at emirate level is licensing — the authority, the licence conditions, the renewal requirements and the associated fees — and certain local municipality matters. A business expanding from Dubai to Sharjah therefore has a new licensing relationship but no new federal tax filing.
On ratios, yes; on absolute sales, no. Different catchments produce different sales densities and different basket sizes, so comparing revenue simply tells you which catchment is larger. The comparable measures are gross margin percentage, occupancy as a percentage of sales, wage as a percentage of sales and contribution after occupancy — all of which are scale-independent and all of which tell you which store is being run better.

You need one who knows the UAE regime. Corporate Tax elections, VAT treatment, WPS payroll, free zone conditions and mall lease reporting are all specific to this market, and an overseas accountant working from general principles will get several of them wrong in ways that are expensive to unwind.
