Accountants for stores in Dragon Mart

The region's principal hub for Chinese-manufactured goods, operating across Dragon Mart 1 and 2 as a hybrid of retail and wholesale trading rather than a conventional shopping mall. We act for the tenants trading inside it — keeping the books, reconciling the tills, preparing the turnover figures the landlord asks for, and reporting whether the unit actually pays.

The region's principal hub for Chinese-manufactured goods, operating across Dragon Mart 1 and 2 as a hybrid of retail and wholesale trading rather than a conventional shopping mall.

Where: International City, Dubai. Operator: Nakheel. Typical tenant mix: Traders and distributors across building materials, furniture, electronics, textiles, hardware and general merchandise — many selling to businesses as well as consumers.

How stores here actually trade

A trading rhythm driven by import cycles, project demand and re-export flows rather than by consumer footfall patterns.

What that means for your accounts

Dragon Mart tenants are usually trading businesses with a retail frontage, which makes their accounting closer to import and distribution than to shop-floor retail. Landed cost, import VAT and reverse charge, goods in transit, and mixed B2B and B2C supplies with different invoicing requirements all sit alongside ordinary till takings. Many operators here are Chinese-owned, and we provide the accounting side of the same bilingual coverage Neo Legal runs through its China Desk.

What we do for tenants in Dragon Mart

Tenants only

Neo Finance acts for tenants in shopping-centre matters and does not act for mall landlords. Where a matter becomes a lease dispute rather than an accounting question, it goes to Neo Legal.

Dragon Mart tenants — frequently asked questions

We sell to both businesses and walk-in customers. Does that change our invoicing?

Yes. A VAT-registered business customer needs a full tax invoice showing its TRN in order to recover input tax, and will ask for one. Walk-in consumers can generally be issued a simplified tax invoice. Your till needs a route to produce both — a system that can only print a standard receipt will cost you business customers or leave you issuing invoices manually, which is where errors and missing records begin. See retail VAT.

Most of our stock is imported. What are we most likely getting wrong?

Landed cost and goods in transit. If freight, duty, clearing and insurance are expensed as overheads rather than capitalised into inventory, your gross margin is overstated and your operating margin understated — and the distortion grows whenever stock levels move. Separately, goods where risk and title have passed at the port of shipment are your inventory while still at sea and belong on your balance sheet at the reporting date. Both errors are extremely common and both distort every margin figure you have.

Can you sign the turnover certificate our landlord requires?

We prepare and sign periodic sales statements where the lease permits the tenant's accountant to do so, with the reconciliation behind them. Where the lease requires an annual certificate from a registered auditor, that must come from a UAE-registered audit firm — Neo Finance is an accounting firm and does not issue audit certificates. We prepare the supporting file, appoint and brief the auditor, and handle their queries. See turnover certificates.

Do we need a UAE-based accountant, or can we use one overseas?

You need one who knows the UAE regime. Corporate Tax elections, VAT treatment, WPS payroll, free zone conditions and mall lease reporting are all specific to this market, and an overseas accountant working from general principles will get several of them wrong in ways that are expensive to unwind. Cloud accounting makes location largely irrelevant; regime knowledge is not.
