Not for federal taxes. If the stores trade under one licensed company, you file one VAT return and one Corporate Tax return covering all locations regardless of emirate. What does differ is licensing and, in some cases, local municipality and employment administration — those are emirate-level. So the accounting answer is one set of books with a location dimension, and the compliance answer is one federal filing plus separate local licensing obligations. See multi-store accounting.
From the event calendar, not from a generic retail seasonality curve. A store whose footfall moves with a race weekend, a concert season or a theme-park calendar will show enormous variances against a conventional budget, and those variances carry no information. Building the actual calendar into the monthly budget — and staffing and stocking to it — converts the noise into a plan, and makes the remaining variance genuinely diagnostic.
You need one who knows the UAE regime. Corporate Tax elections, VAT treatment, WPS payroll, free zone conditions and mall lease reporting are all specific to this market, and an overseas accountant working from general principles will get several of them wrong in ways that are expensive to unwind.
